Allstate's preconstruction team work diligently with the design team to phase the project in way that addressed priorities as required to fit within the established phased budgets and to ensure that the final designs could be constructed without compromising the overall construction budgets. Phase One / Site Work and Lift Station, more specifically, includes the installation of new grinder pump and lift station with new electrical services to support upgrades. Regrading areas were completed in attempt to address the site drainage issues. Phase Two included the renovation of one dormitory building, new electrical service, roof coating and concrete floor polishing of the day rooms in all four existing dormitory buildings. It also completed restroom renovations to meet ADA requirements including reconfiguration of both shower rooms and toilet areas to provide more clearance. All light fixtures and electrical systems, as well as the detention security system were upgraded in one building, and the infrastructure to upgrade systems in the remaining buildings was completed. Two new HVAC units were replaced as well. Phase Three is a continuation of the Phase Two scope in the remaining three dormitory buildings with more work yet to come including site improvements, and the Cafeteria/Laundry/Medical Building.
